in order to tig it all the braze material must be removed, otherwise the weld will be contaminated and likely would be weaker than the original brazing job.
If properly done, there is no problem with a brazed bolt handle - it will be more than strong enough. If there are signs it was done by a hack, it might be worth having it cleaned up and welded.
