Hard bolt lift

I have a 700 action that was trued a few barrels ago. I recently installed a new 22BR barrel and was fireforming brass with fairly stiff loads.
The problem is, the bolt lift got very heavy and gritty feeling even on an empty chamber after the trigger was pulled. The lugs and abutments were cleaned and greased before I started fireforming.
I stripped the bolt and there is no resistance closing or opening the bolt, as it should be. I reinstalled the firing pin assembly, cleaned the lug abutments with a tool that holds the round dental packing and re-lubed the lugs. It is still a hard lift and gritty feeling if the trigger is pulled and normal if you just open and close the bolt without pulling the trigger. I do not see any galling on the bolt lugs themselves.
I have not pulled the barrel to check lug abutments yet.
Any ideas?
