What is this die?

I've been reloading for many years, and thought I'd seen it all, but I can't figure this out for anything. A friend sent me the pics. He said the "nipple" in the end is about the diameter of a small primer. No markings on the die, but it's standard 7/8"-14. 0.487" ID on the main body.

Any help appreciated.

I'm thinking a bullet jacket cup draw punch. If those are stacked belleville washers,
probably used as the stripping mechanism instead of a positive knock out rod.
Either way, there would have to be be a die to go with it.......
